A Record of Results. Real Action, No Lies.
My fellow citizens,
Throughout my career, I have been blessed with the opportunity to serve cities, school districts, government and public agencies by tackling tough challenges, restoring financial stability, strengthening organizations, and helping communities move forward. Time and again, I have been called upon to lead during difficult times because people knew I would bring experience, integrity, and results.
I believe leadership is not about making promises, it is about keeping them. It is about being accountable to the people, making sound financial decisions, and always putting the needs of the community first. My record reflects more than four decades of proven leadership, managing multimillion-dollar budgets exceeding one hundred million, leading hundreds of employees, and helping organizations regain the confidence of the people they serve.
The following pages highlight my education and a few of the accomplishments from organizations I have had the privilege to serve throughout my career. They represent a commitment and dedication to public service, responsible leadership, and delivering real results.
Now, I am asking for the opportunity to bring that same experience and commitment home to Osceola. Together, we can build a stronger economy, improve our neighborhoods, support our families, invest in our future, and restore pride in our city.
I am not running for mayor to make history. I am running to make a difference. With your trust, your support, and your vote, we will move Osceola forward with integrity, accountability, and a vision that works for every citizen. Together, we can build an Osceola that is stronger than ever before. We can do this! I humbly ask for your vote and the opportunity to serve as your next Mayor.
Real Action, No Lies!
Bearnard Veasley

Regarding a letter of recommendation for Mr. Benard Veasley.
To Whom it may concern,
The Stockton Unified School District employed Mr. Veasley the school year 2021 to 2022 as Director of Transportation. Mr. Veasley worked diligently during his tenure to improve the transportation department and to initiate several program changes that aligned with the school district vision for the department. equityIN. July 12, 2023.
To Whom It May Concern:
It is with great pleasure that I write this letter of recommendation for Benard Veasley. I had the pleasure of working with Benard for almost two years. We hired him to lead the Department of Transportation for the Stockton Unified School District. Benard came to us with a wealth of experience and immediately began to utilize his skills.
Benard entered a department that was in turmoil. Just as the District had numerous changes, so did the Transportation Department. It was made up of a culture of confrontation and lacked teamwork. From the first day he stepped into the position, Benard began to look for the core root of the problems that were causing drivers to consistently call in sick and others refusing to pick up extra routes. Because of the ongoing struggles he would make frequent appearances in my cabinet meetings. I immediately began to see his ability to build relationships and get staff to work together.
The department had a strong division between management and the union leadership. Within a few months my weekly standing meetings with the CSEA union leadership began to shift to solution-based meetings, largely because of the collaboration being led by Benard. The union vice president began to take on more routes and model teamwork for his colleagues. He began to work with Benard, and more drivers began to accept extra routes.
The issue of absences also began to be reduced. The average daily absenteeism ranged from 15 to 20 percent for years. Once Benard brought the team together the absentee rate reduced to 2 percent. This improvement had an exponential impact on the culture in the department as the team began to come in early and strategize and plan before their workday began.
Benard's ability to bring teams together, his attention to detail, and his commitment to address issues immediately, before they grow, was most evident in the response from parents. The daily calls I received from parents began to disappear. He modeled the importance of customer service, and it trickled down to all members of the department. The culture became one of commitment to students as opposed to focused on adult issues.
Benard is a very knowledgeable and hands-on Transportation Director. He is committed to building strong collaborative teams that work for the benefit of students and he will put in the time needed to accomplish his goals. I offer him my highest recommendation. Please do not hesitate to call me if you have any questions.
Sincerely, John Ramirez Jr., CEO, equityIN.

To Whom it May Concern:
I am pleased to have the opportunity to write a letter of recommendation for Mr. Benard Veasley. Based on his many personal and professional merits, I urge you to give him your highest consideration as a Transportation leader in your organization.
Six months into my tenure as Chief Business Official of Stockton Unified School District in 2021, I found myself in search of a transportation director to oversee our district's Transportation Department. We searched far and wide for someone who was intelligent, a good communicator, well respected by peers, had the right technical chops, and possessed a natural disposition toward problem-solving. Mr. Veasley immediately rose to the top of our list based on his experience, engaging personality, and keen insight into how the domain of transportation and the world of managing transportation staff, bus assets, and organizational expectations intersect.
Mr. Veasley took on a department that had been leaderless for the past year and faced significant turnover of staff, grievances, and unprofessional behavior. Right out of the gate, Benard focused on establishing an early and authentic rapport with his employees as well as with senior Cabinet, his peers, and school sites. Having inherited many issues that had been left mid-stream, Benard applied systems thinking to each situation and outlined realistic paths forward. I always appreciated when Benard walked into my office, as he brought thoughtful solutions, concrete plans, and optimism to each endeavor.
While we worked together, Benard expertly navigated the complicated waters of managing a large transportation department which had been leaderless and out of control. When tasked with creating a plan to present to senior cabinet regarding his transportation reinvention plan, Benard spent day and night coming up with creative, innovative, and out-of-the-box ideas. Anyone who has been a Transportation Director for many years, like Benard, knows the challenges that will come when taking over a department with numerous issues. Simply put: this did not make Benard the most popular man in the room. But he always maintained poise, grace, and respectability no matter what was lobbed in his direction. Benard was 100 percent clear about what his job was: get students to school on time, minimize employee absences, stop employee turnover, get employees excited about coming to work, and have employees commit to the mission.
Though some of those days and months were dark indeed, I would be remiss to not mention the pleasure I had observing Benard win the hearts and minds of his employees.
Benard Veasley possesses the acumen and dedication needed to be a successful Transportation leader anywhere he goes, and I look forward to seeing him take his next steps in his professional journey.
Sincerely, Marcus Battle, Doctor of Education, former Chief Business Official, currently Senior Advisor at The Education Experts.

Philip Scrivano, Director of Information Technology, Simi Valley Unified School District, Simi Valley, California. July 29, 2021.
Regarding an employment reference letter for Benard Veasley.
I regard Benard Veasley as a highly virtuous, servant leader, and expert in the field of transportation. It has been a pleasure to work with Benard over the past 2.5 years. I have always been impressed by Benard's ability to assess the importance of critical issues and use a student first approach to solving problems. He has been a constant source of motivation for all the directors in the district for getting work done in a friendly cohesive manner with his staff and peers.
His valuable mentorship right from day one was evident in our first cabinet meeting of directors. A topic was brought up about how to recognize outstanding people in departments who do all the behind the scenes work and are rarely recognized. The initial comments by other members of cabinet questioned why to recognize people for "just" doing their jobs. Benard took the risk of stepping forward and talking about how he recognizes staff members for good work daily. In a short period of time, he turned around a negative bickering transportation staff into a cohesive positive group that understands the contributions of their department keeping students safe.
I have worked with many leaders in education over my 32-year career. Benard's integrity, ability to analyze what is important, and staff leadership ability distinguish him as one of the best leaders I have had the pleasure to work with. He gets things done in an efficient people friendly way. His pleasant demeanor and excellent communication skills are his biggest personal assets. Benard Veasley would be an extremely valuable asset for any organization as he has proven for the Simi Valley Unified School District. I am confident of his stellar performance and strongly recommend him.
Philip Scrivano.
